March 5, 1981

Yip Harburg (April 8, 1896 to  March 5, 1981), is the American lyricist of certain classic songs in American culture:

Brother, Can You Spare a Dime?
April in Paris
It's Only a Paper Moon
Over the Rainbow.

These are Yip Harburg lyrics. He also did some lyrics for Gay Purr-ee, the 1962 animated movie with cats. That last was after he was blacklisted by HUAC.
